Detailed Biography
Eugene Teow is a recognized Industry Specialist (Is.) in Cybersecurity Management, a Professional Technologist (Ts.) in IT, and a Certified Data Protection Officer (Level 2). With a First-Class Honours degree in Information Technology with a Specialism in Forensic Computing, he brings both technical depth and regulatory foresight to the governance of IT ecosystems.
As Founder of Cygnus Technology Solutions Sdn. Bhd., Eugene has positioned the company as ASEAN’s first Integrated Managed Service Provider (iMSP), architecting compliance‑ready IT environments that align with Malaysia’s Personal Data Protection Act 2010 [Act 709] and its 2024 amendments, Securities Commission Technology Risk Management (SC TRM) guidelines, and international standards such as ISO27001, GDPR, HIPAA, and PCI‑DSS.
His leadership is defined by a commitment to audit‑ready frameworks: translating statutory clauses and insurer requirements into defensible technical controls, embedding resilience into SME infrastructures, and ensuring that every solution delivered is compliant by design and resilient by default.
Eugene’s contributions have been recognized through multiple national and ASEAN awards, including Emerging Young CEO of the Year (IBLA 2024) and ASEAN Records for pioneering sovereign private cloud solutions and virtual general meeting platforms. He also serves on the Technology & Technical Working Group (TTWG) of the Malaysia Board of Technologists (MBOT) and as an Industry Advisory Panel (IAP) member at Taylor’s University, shaping national policy input and academic alignment with industry needs.
